Because of random spawning, people seem to be able to spawn right next to fires. Your scanner gives you an idea where people are, but since the buildings follow no sane design, you have to first learn the map and then you have a chance to rescue everyone. While you can suppress the fire, you can't but it out entirely - some flames seem to just stay where they are. Instead of putting out fires, you can only rescue people.
